The zipped file contains instructions for installing Microsoft Access 2000 Runtime, and the Microsoft Access 2000 Runtime application. 

Download the file. Run Winzip to unzip the files into the C:Program FilesMicrosoft OfficeArt2000 location. 

Follow the instructions in the document "Instructions for installing Access Runtime.doc".
